The solution was to start Skyrim SE once so that it initialized itselft. Problem solved due to some assistance on another forum. I deleted all previous versions of Loot before installing 0. I did reboot my computer but it made no difference. Did you restart your computer? I'm using LOOT 0.

I just unistalled the game and tried to re-install it to see if I could change the folder name and I couldn't.
